Tiger's eye is a type of quartz that displays chatoyancy, or "cat's eye" effect. Gold tiger's eye is the matured version of the crystal (by contrast, blue tiger's eye is relatively young). The mineral forms when crocidolite (a form of asbestos) is gradually replaced by quartz.
Chatoyancy occurs when parallel fibrous inclusions within the stone reflect and scatter light. This leads to the famous band of light moving back and forth as the viewer rotates the stone.
